1991 – 2001: Zigong Municipal Family Planning Commission
Positions Held: Served successively as Deputy Director of the General Office and Director of the Policy and Regulations Division.
Recognition: Due to outstanding performance, served as a Member of the Zigong Municipal Committee of the CPPCC and received multiple commendations and awards from the Zigong Municipal Party Committee, the Municipal Government, and the Sichuan Provincial Family Planning Commission.
1999 – 2000: Selected by the Organization Department of the Zigong Municipal Party Committee to serve as Deputy Chairman of the Trade Union for a major state-owned enterprise in Zigong.
Legislative Work: During the tenure as Director of the Policy and Regulations Division, participated in legislative research for the "Population and Family Planning Law of the People's Republic of China" organized by the National People's Congress (NPC) and the National Family Planning Commission.
